Responsibilities

  • Assumes responsibilities for managing multi-disciplinary infrastructure programs with a high degree of technical and non-technical complexity.

  • Promotes alignment within the integrated consultant and client Program and Project teams through effective and regular communications.

  • Works directly with client staff, developing strong relationships, including external teaming partners, and internal technical resources.

  • Works with the Owner and Carollo program management team to develop program and project delivery approaches that meet the Owner’-specific needs.

  • Monitors and manages internal and external factors that influence a Program.

  • Plans and leads program initiation and implementation tasks.

  • Manages and leads both consultant and owner teams in the planning, design, and construction phases of large public infrastructure programs as the designated Program Manager. Accountable for timely completion of program and project milestones, as well as financial and quality performance

  • Manages program management office (PMO) teams associated with program controls (budget, schedule, and risk), regulatory compliance, land and right-of-way acquisition, public relations, and best practices in program and project delivery.

  • Assists owner teams in Capital Improvement Program (CIP) management, governance, and organizational structure development and consulting.

  • Evaluates staffing levels and training needs throughout the duration of the Program to meet Program/project needs and works with the Program Management Service Delivery Lead in securing resources required to deliver services specified in the contract scope with a focus on contract compliance.

  • Manages and mentors program and project staff to facilitate retention and professional development of a talented team.

  • Enforces Program quality control policy.

  • Participates in existing Carollo programs throughout North America to supplement the team’s expertise.

  • Advises and assists Carollo marketing teams and Client Service Managers on prospective and targeted pursuits related to Program Management services.

  • Assists in selected acquisition efforts for Program Management services, including positioning, development of Statement of Qualifications and Proposals, interviews, and contract negotiations.

Qualifications

  • Minimum of twenty (20) years of experience in multi-disciplined project delivery with at least five (5) years in an executive management capacity.

  • Bachelor's degree in Engineering, Construction Management, or related field of study.

  • Licensed Professional Engineer

  • Industry expert in Program Management services for public water and wastewater owners/utilities. Must have been in charge of a water and/or wastewater capital program of at least $500 million in total CIP cost.

  • Expert in program and project delivery processes and associated management tools (e.g. project management information systems, etc.)

  • Possesses a strong business, political and financial acumen. Has a deep understanding of public agency organizational structure, internal operations, funding streams, and regulatory compliance requirements for water and wastewater systems.

  • Strong communication, interpersonal, and facilitation skills. Has led program teams of 10+ employees or larger.

  • Exceptional presentation skills and experience interacting with high-level public officials.

  • Expert in negotiation, conflict resolution, and coalition building with multiple stakeholders.

  • Demonstrated ability to manage multiple projects at various stages of development and production.

  • Demonstrated ability to supervise and train entry-level engineers.

  • Excels working with diverse team members.

Preferred Qualifications

  • PgMP and/or PMP certification through the Project Management Institute.

  • Current holder of, or have no restrictions to obtain, sufficient immigration documents for travel to/from U.S. and Canada.

  • Thorough working knowledge and fully capable professional in civil, water, or wastewater infrastructure design and proficient in appropriate technical analysis software tools.

  • Demonstrated ability to develop scope and establish engineering budget and schedule for complex infrastructure projects.

  • Demonstrated engineering judgment, creativity, and foresight, in anticipating and solving both routine and unusual engineering problems, determining program objectives and requirements, organizing programs and projects, and developing standards and guides for diverse engineering activities.

  • Experience in the use or managementof project controls systems.

Pay Range

$175,000 to $250,000 annually. This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee’s pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
